This DIY kit includes everything as in the item image. The blue rotor is in very good condition.
The 4 pin flat cable can be used connect to the computer motherboard pwm fan 4 pin header

Caution and tips:
1) Double check the power supply polarity is correct and the 4pin flat cable orientation is right before turning on or the PCB can be damaged immediately.
2) Don't run dry and the shaft can be permanently damaged. The shaft will overheat, wear and start to melt after 5 second if run dry.
